When did they start giving employees a break on Wednesdays?

Companies recommend employees go home at 6 PM.
Having a break in the middle of the week was really revitalizing. We have next Wednesday off for the provincial elections. Voting starts today so everyone has the opportunity to vote.
* Role Play
1)
E : I don’t know What I should do this weekend.
H : Why don’t we go glampling. It’s good weather to go glamping, better than going in the summer. I heard this Saturday will be a sunny and windy day. Also you said before you wanted to eat BBQ.
E : Hmm.. I’m not sure, I’m not a big fan of camping.
H : Really? That’s too bad. How about going to a concert?
E : Oh, that sounds fun! What concerts will there be this weekend?
H : Have you heard of Big Bang? They’re famous singer in Korea. They have fans all over the world. They’re very popular despite singing in Korean.
E : I’ve heard of them! I thought they were an old group, I didn’t realize that they still did concerts.
H : Yeah, some of the members just finished their military service. This is like a come back concert.

E : Oh no, I lost my cell phone!
H : Is your phone an iPhone or Android?
E : It’s an Android.
H : Sorry to hear that. How much was it?
E : It was $1200! I just bought it too.
H : Did you call the police office yet?
E : I was going to give them a call after I looked for it some more.
(=I will call them after I look for it again.)
H : Is your phone turned off?
E : It shouldn’t be.
H : Oh Emi! Is this your phone?
E : Oh yes, there’s my Iron Man sticker on it! Oh did you steal my phone.

H : Emi, nowadays I’m thinking of going to an English country. I want to go on a working holiday somewhere like Canada to study English. So, Could you give me some advice? I already have a job so if I choose to do this I would basically have to give up my life.
E : Wow, that sounds like a big decision! I guess it depends what is most important to you. But I think if you want to learn English, this would be a great opportunity.
H : Thank you for your advice.
E : Why don’t you go for it? You can always do it temporarily. If you really like it you can stay longer, Also. if you choose to come back I think your new English skills would help you find another good job.
H : I think so. I really want to do it but Koreans are very judgemental about age and family status. If I were younger I could pull it off but..
