'That said'는 'Having said that'의 줄임 형태로 be동사를 넣지 않습니다.

'That said' is a fixed reduced form of 'Having said that' — no 'is' is added.

'That said' 앞에서 문장을 끊고, 뒤에는 쉼표를 붙여야 자연스럽습니다.
